Finding a new water source

Public water in the past has been adequate and at a reasonable price even if it was on the slow side, however in recent times it's sometimes only on for a couple of days a week and the price has started to increase.  We hired a well survey company to do some research on water availability and get us a price in February of this year.  They have come back and said there is good water source under the school and it would cost about $25,000 to dig a well, provide a pump and install some piping.  Fresh water is so vital for a healthy school and community!
